To improve the experience of learners at Entry and Level 1, the Qualifications and Curriculum Authority (QCA) and the Learning and Skills Council (LSC) are developing a more focused and strategic approach to Entry Level and Level 1 provision. Entry and Level 1 of the Qualifications and Credit Framework (QCF) is described as the Foundation Learning Tier.
The FLT programme of work focuses on raising participation and achievement and making sure that appropriate frameworks for learning (Progression Pathways) are available. Progression Pathways will be fully implemented across publicly funded Entry and Level 1 provision by 2010. It is expected that over time all learners working at these levels will do so within the context of the Foundation Learning Tier.
QCA has nominated 14 local authority and 14-19 partnerships and 115 schools to test and trial the Progression Pathway to a Foundation Diploma or GCSEs during 2008 and 2009. The QIA support programme, delivered by the Learning and Skills Network (LSN), will help the nominated local authority and 14-19 partnerships to deliver the FLT Progression Pathway to a Foundation (Level 1) Diploma or GCSE and explore the impact it will have on teaching and learning.

Centres involved in the programme will have access to support for planning and management, curriculum design and approaches to teaching and learning. Consultants will also help those centres to understand and use the Qualifications and Credit Framework, and plan and design a Progression Pathway.
